RISC-V: KVM: Allow bfloat16 extension for Guest/VM

Extend the KVM ISA extension ONE_REG interface to allow KVM user space
to detect and enable Zfbfmin/Zvfbfmin/Zvfbfwma extension for Guest/VM.
