drm/amd/display: Drop SOC bounding box hookup in DM/DC

[Why]
There aren't any ASIC where we use these binaries and they aren't
useful for future use since it's inconvenient to extend and maintain
these structures.

[How]
Drop the support from DM and DC for now.
