dt-bindings: memory: tegra210: Mark EMC as cooling device

The external memory controller found on Tegra210 can use throttling of
the EMC frequency in order to reduce the memory chip temperature. Mark
the memory controller as a cooling device to take advantage of this
functionality.

dt-bindings: Drop type references on common properties

Users of common properties shouldn't have a type definition as the
common schemas already have one. Drop all the unnecessary type
references in the tree.
A meta-schema update to catch these is pending.

dt-bindings: memory: tegra: Add external memory controller binding for Tegra210
...
Add the binding document for the external memory controller (EMC) which
communicates with external LPDDR4 devices. It includes the bindings of
the EMC node and a sub-node of EMC table which under the reserved memory
node. The EMC table contains the data of the rates that EMC supported.
