Clang generates warnings when one enumerated type is implicitly
converted to another.

In this case, that is expected behavior. To make that clear to Clang
without explicitly casting these values, change id's type to uint8_t
in pp_atomfwctrl_get_clk_information_by_clkid so no conversion happens.

The vbios firmware structure changed between v3_1 and v3_2. So,
the code to setup bootup values needs different paths based
on header version.

Port the atomfirmware.h and populates the
updated pptable to SMU.With the new parameters
in the new pptable, the ACG SS feature is enabled.

Send the VBIOS bootup VDDC as a SOC floor voltage to SMU
before populating the PPTABLE. After DPM is enabled, This
floor voltage will be removed. This will prevent SMC from
going to Vmin upon receiving PPTable causing a violation.
