Add the "ti,syscon-acspcie-proxy-ctrl" device-tree property which is
used to obtain a reference to the ACSPCIE Proxy Control register along
with the details of the PAD IO Buffer output enable bits.
The ACSPCIE Proxy Control register is used to drive the reference clock
for the PCIe Endpoint device via the PAD IO Buffers of the ACSPCIE module.
The ACSPCIE module can be used as an alternative to either an on-board
clock generator or an external clock generator for providing the reference
clock to the PCIe Endpoint device.

Both interrupts, and interrupt names weren't defined in both EP and host
yaml. Also define the only possible interrupt-name as link_state, and
maxItems of interrupts to one.
This patch resolves the following warning:

This doesn't yet do anything in the tools, but make it explicit so we can
check either 'unevaluatedProperties' or 'additionalProperties' is present
in schemas.
'unevaluatedProperties' is appropriate when including another schema (via
'$ref') and all possible properties and/or child nodes are not
explicitly listed in the schema with the '$ref'.
This is in preparation to add a meta-schema to check for missing
'unevaluatedProperties' or 'additionalProperties'. This has been a
constant source of review issues.

Another wack-a-mole pass of killing off unnecessary 'allOf + $ref'
usage.
json-schema versions draft7 and earlier have a weird behavior in that
any keywords combined with a '$ref' are ignored (silently). The correct
form was to put a '$ref' under an 'allOf'. This behavior is now changed
in the 2019-09 json-schema spec and '$ref' can be mixed with other
keywords. The json-schema library doesn't yet support this, but the
tooling now does a fixup for this and either way works.
This has been a constant source of review comments, so let's change this
treewide so everyone copies the simpler syntax.
