Clean up config files by:
- removing configs that were deleted in the past
- removing configs not in tree and without recently pending patches
- adding new configs that are replacements for old configs in the file

Enable support for the onboard PATA PIO mode3 interface, which is one of
the boot devices supported by the CFE firmware with the Broadcom SWARM
board. Include disk, CD-ROM and generic storage drivers.

MIPS: disable CONFIG_IDE in sb1250_swarm_defconfig

sb1250_swarm_defconfig enables CONFIG_IDE but no actual host controller
driver, so just drop CONFIG_IDE, CONFIG_BLK_DEV_IDECD and
CONFIG_BLK_DEV_IDETAPE as they are useless.

drivers: remove the SGI SN2 IOC4 base support
...
The IOC4 is a multi-function chip seen on SGI SN2 and some SGI MIPS
systems. This removes the base driver, which while not having an SN2
Kconfig dependency was only for sub-drivers that had one.

MIPS: configs: Remove useless UEVENT_HELPER_PATH
...
Remove the CONFIG_UEVENT_HELPER_PATH because:
1. It is disabled since commit 1be01d4a57 ("driver: base: Disable
CONFIG_UEVENT_HELPER by default") as its dependency (UEVENT_HELPER) was
made default to 'n',
2. It is not recommended (help message: "This should not be used today
[...] creates a high system load") and was kept only for ancient
userland,
3. Certain userland specifically requests it to be disabled (systemd
README: "Legacy hotplug slows down the system and confuses udev").

of obsolete Kconfig symbols from defconfigs. Rather than doing this
piecemeal, simply regenerate them all.

KEYS: CONFIG_KEYS_DEBUG_PROC_KEYS is no longer an option
...
CONFIG_KEYS_DEBUG_PROC_KEYS is no longer an option as /proc/keys is now
mandatory if the keyrings facility is enabled (it's used by libkeyutils in
userspace).
The defconfig references were removed with:
perl -p -i -e 's/CONFIG_KEYS_DEBUG_PROC_KEYS=y\n//' \
`git grep -l CONFIG_KEYS_DEBUG_PROC_KEYS=y`
and the integrity Kconfig fixed by hand.
