RSS contexts are used to shard work across multiple queues for an
application using io_uring zero copy receive. Add a test case checking
that steering flows into an RSS context works.
Until I add multi-thread support to the selftest binary, this test case
only has 1 queue in the RSS context.

For bnxt when the agg ring is used then tcp-data-split is automatically
reported to be enabled, but __net_mp_open_rxq() requires tcp-data-split
to be explicitly enabled by the user.
Enable tcp-data-split explicitly in io_uring zc rx selftest.

Add a selftest for io_uring zero copy Rx. This test cannot run locally
and requires a remote host to be configured in net.config. The remote
host must have hardware support for zero copy Rx as listed in the
documentation page. The test will restore the NIC config back to before
the test and is idempotent.
liburing is required to compile the test and be installed on the remote
host running the test.
