Remove the function pvr2_hdw_cmd_powerdown() that is not used anywhere.
This was partially found by using a static code analysis program called cppcheck.

Register access to subdevices no longer needs bridge support for those
ioctls. The v4l2 core handles that these days.

Rename all USB drivers with their own directory under
drivers/media/video into drivers/media/usb and update the
building system.
