Merge the topic branch that introduces the genpd subsystem into the Qualcomm soc driver tree, in order to deal with patches landed in the Qualcomm rpmhpd driver already in this cycle.
To simplify with maintenance let's move the qcom power-domain drivers to the new genpd directory. Going forward, patches are intended to be managed through a separate git tree, according to MAINTAINERS.
