Pull gcc plugins update from Kees Cook:
"This finishes the porting work on randstruct, and introduces a new
option to structleak, both noted below:
- For the randstruct plugin, enable automatic randomization of
structures that are entirely function pointers (along with a couple
designated initializer fixes).
- For the structleak plugin, provide an option to perform zeroing
initialization of all otherwise uninitialized stack variables that
are passed by reference (Ard Biesheuvel)"

As done for vega10 in commit 3ddd396f6b ("drm/amd/powerplay: Use
designated initializers") mark other tableFunction entries with designated
initializers. The randstruct plugin requires designated initializers for

vddc_dep_on_dal_pwrl and vq_budgeting_table are allocated and initialized
in rv_hwmgr_backend_init. Thus free the memory in rv_hwmgr_backend_fini

Use ARRAY_SIZE instead of dividing sizeof array with sizeof an element

This makes an effort to find cases where ARRAY_SIZE can be used such as
where there is a division of sizeof the array by the sizeof its first
