Mauro Carvalho Chehab d642acfd59 doc tools: better handle KBUILD_VERBOSE ...

As reported by Jacob, there are troubles when KBUILD_VERBOSE is
set at the environment.

Fix it on both kernel-doc and sphinx-build-wrapper.
