Christophe Leroy 93f81f6eea powerpc: Deduplicate prototypes of ptep_set_access_flags() and phys_mem_access_prot()
Prototypes of ptep_set_access_flags() and phys_mem_access_prot() are identical
for book3s and nohash.

Deduplicate them.
