Ben Hutchings 7ab0f2736b netdev: Remove redundant checks for CAP_NET_ADMIN in MDIO implementations ...

dev_ioctl() already checks capable(CAP_NET_ADMIN) before calling the
driver's implementation of MDIO ioctls.
