debugfs: fix placement of EXPORT_SYMBOL_GPL for debugfs_create_str()

Browse Source 
The EXPORT_SYMBOL_GPL() for debugfs_create_str was placed incorrectly
away from the function definition. Move it immediately below the
debugfs_create_str() function where it belongs.
