|

|

|
|
## Promotion Policy
|
|
Promotion from `candidate-readonly` to `full` requires all 3 signals:
|
|
1. static dossier evidence,
|
|
2. runtime sanitized traces,
|
|
3. hardware read/write/readback confirmation.
|
